Hi,
First, they have 2 different diametres of the monotube, causing the different adjustment ranges.
1-6x24, 30mm monotube, 45 mil in elevation; 1-6x28, 34mm monotube, 52 mil in elevation.
Second, the size of the objective lens. 24mm vs 28mm.
Third, 1-6x28 has a greater capacity of shockproof, 1000g, whereas, 1-6x24, 750g.
