Is the elevation range limited to a specific number of mils or moa after I set the zero-stop?

Yes, it means you are only able to rotate 2 circles to "up" direction which means there is only 20MIL to "Up" directly from the stop due to the turret built principle. Actually Continental FFP 34mm 5-30x56 is with total 26 MIL (  -13, 0,+13) , which means the Turret limit 20MIL is out of the actual adjustment 13MIL. No worry, my friend!
